This paper examined the polemic of Indonesian omnibus Law that affect international market interest in Indonesia, especially for Chinese investor. On one hand, this act and its implementation give hope a more conducive climate foreign investment. other it also invites resistance from various components nation due to non-transparent procedure formation. It substantively degrades interests wider community is favour investors. research comes up with liberal institutionalism theory; when state elites do not predict self-interested benefits cooperation, means no expectation cooperation occur, nor institutions facilitate develop. states can jointly benefit governments expect attempt establish such an institution. . As result, Omnibus affects ambiguity uncertainty investor Chinese. However still uncertain ambiguous; reality foreigner investment Investments Indonesia run well tend increase. because Constitutional Court's decision did invalidate 47 government regulations 4 presidential derived Job Creation Law. In addition, perspective Institutionalism, has been long time China built diplomacy continuous mutual cooperation.
